- Heat olive oil in a large casserole pot over medium-high heat. Add the beef, season with salt and pepper, and cook until lightly browned. Remove and set aside on a clean plate.
- In the same pot, add onion, garlic and ginger. Sauté for 4-5 minutes until fragrant. Stir in the Roghan Josh sauce and cook for another 2 minutes. Add the tinned tomatoes and coconut milk to the pan. Fill the empty tomato tin with water and pour it into the pan. Return the beef to the pot, season with salt and pepper. Reduce heat to low, cover, and cook for 1 hour.
- After 1 hour, add the cauliflower and peas and cook for another 20-25 minutes, or until the vegetables are tender.
- Place saffron threads in a small bowl and cover with 3 tablespoons of boiling water. Let it soak for 10 minutes.
- Heat ghee in a saucepan over medium heat, and the onion, cinnamon and cloves and cook for 2-3 minutes, then add the rinsed rice, saffron water, boiling water and salt. Bring to a boil, then cover and reduce heat to a simmer and cook for 15-20 minutes, or until fluffy. Remove cinnamon sticks and cloves from the rice before serving.
- Divide saffron rice into bowls. Ladle beef Rogan Josh curry over the rice and garnish with lime slices and serve with plain yogurt on the side.
